George LipscombGeorge Lipscomb is the owner and principal consultant for Goldwing Services, LLC, and has 30 years of quality assurance, research, engineering, and operational experience in nuclear energy, commercial aviation, and the military.

George was a lead quality assurance inspector and licensing technical reviewer for the U.S. Nuclear Regulatory Commission (NRC). He is a member of the ASME Subcommittee on Software Quality Assurance and has participated in IEEE, EPRI, and NEI software-specific working groups.  While at the NRC, he led technical review of both Draft Regulatory Guide 1305 and Regulatory Guide 1.231, which endorse industry guidance for the acceptance of commercial-grade design and analysis computer programs.  Additionally, he has presented on software and commercial-grade dedication at multiple conferences including NRC vendor workshops and NUPIC vendor conferences.

George received electrical engineering degrees from the U.S. Naval Academy and the University of Michigan and a MBA from Embry-Riddle Aeronautical University. His previous employers include the U.S. Nuclear Regulatory Commission, General-Electric, Delta Airlines, and the US Navy. He was the I&C / simulator supply chain leader for the GE-Hitachi ESBWR design, has directed technical projects for the Naval Research Laboratory, created software for the Lawrence Livermore National Laboratory, and is an IEEE-published author. He is also a navy and commercial aviation instructor pilot with 7000 hours experience.
